State Taxation Conference Features New Tax Commissioner

New York State Tax Commissioner Arthur J. Roth will speak at FAE's 1999 New York State Taxation Conference, to take place December 15 at the Sheraton New York Hotel and Towers in New York City.
Conference Chair Barry Horowitz of Eisner & Lubin LLP has assembled other notable speakers to update participants on changes to the state's tax laws and procedures. The conference includes a luncheon address by Roth; a review of the New York City and state budget acts; and presentations on other developments in state and local taxation, including recent court cases and rulings, sales tax, unemployment insurance, and audits; among other helpful sessions.
"Arthur Roth is a CPA with many years of experience and knows the problems accountants face," Horowitz said. "The other speakers are all well-known accountants and lawyers in the field of state and local taxation."
Horowitz chairs the NYSSCPA New York State, Municipal, and Local Taxation Committee, the conference's sponsor. He summed up recent trends and developments in state taxation.
"New York state has led the nation in tax cuts in recent years," he said. "The individual rate is at its lowest in many years, corporate rates are scheduled to decrease, and the phase-out of sales tax on clothing and of estate and gift taxes is imminent."
Horowitz will participate in a panel on state tax procedures with fellow committee member Stewart Buxbaum and the Department of Taxation and Finance's Joseph Gecewicz, Michael Hallar, and Stuart Hefter.
