Craig counsels businesses and individuals in a range of state and local tax issues, with a focus on New York State, New York City, New Jersey, and multistate tax issues.
Craig advises clients on all aspects of state and local tax from planning and compliance to controversy and litigation. He represents clients in disputes with the New York State Department of Taxation and Finance, New York City Department of Finance, and New Jersey Division of Taxation and is experienced in handling sales tax, corporate franchise tax, personal income tax, and residency audits.
Craig works closely with remote retailers and cloud-based software vendors on a variety of multistate tax compliance issues, including filing requirements, sales and use tax collection obligations, income allocation and apportionment, tax registrations, and applications for voluntary disclosure and other amnesty programs. Craig also spends significant time counseling businesses and individuals in the financial services sector on various multistate tax planning topics, including residency planning, income apportionment and allocation, state and city entity level taxes, and entity restructuring.
Craig has served as a contributing author or editor for several tax publications and treatises, including the American Bar Association’s Sales and Use Tax Deskbook.

This seminar covers 2026 – 2027 tax updates in New York State, New York City, Connecticut, and New Jersey. In New York, we will focus on the Budget Bill and the various tax law amendments that were introduced, as well as notable proposals that were not accepted. We’ll do a deep dive into the New York City pied-à-terre tax and the State’s decoupling from certain provisions of the federal One Big Beautiful Bill Act. We will also delve into New York City’s reformed corporate tax regulations. Any noteworthy cases will also be discussed. Among the topics for Connecticut, we will discuss a recent Supreme Court decision discussing the burden of proof that must be met in the estate tax context to defend a change of domicile outside of the state. In New Jersey, we will discuss recent Division of Taxation nexus guidance, as well as a Tax Court case addressing the state’s interpretation of Public Law 86-272.
By the end of this seminar, participants will be able to:

· Describe trends in the three states, including evolutions in taxing statutes, administrative practices of the tax authorities, and the common law of taxation.
